VPAT & Accessibility Conformance Reports (ACR)
The standardized reporting framework used by software vendors to document their product's accessibility conformance for enterprise and government buyers.
Technical Scope & Purpose
The Voluntary Product Accessibility Template (VPAT®) was developed by the Information Technology Industry Council (ITI). When completed by an accessibility specialist with empirical testing evidence, the resulting document is called an Accessibility Conformance Report (ACR).
Core Requirements & Success Criteria
Rigorous Testing Evidence
Each criterion requires verifiable remarks and explanations based on real testing, not unsubstantiated declarations.
Standardized Conformance Levels
Criteria are rated as 'Supports', 'Partially Supports', 'Does Not Support', or 'Not Applicable'.
Edition Alignment
Four editions are available: VPAT WCAG, VPAT 508 (Section 508), VPAT EU (EN 301 549), and VPAT INT (combining all three).
Product Version Specificity
An ACR applies to a specific version and platform configuration of the software, and must be updated as features evolve.
Legal Notice & Technical Scope
A VPAT/ACR is a disclosure document, not proof of full compliance. Falsifying or exaggerating conformance claims in an ACR submitted to government entities can carry severe legal and contractual penalties under federal procurement laws.
Applicability & Scope
- B2B SaaS Companies
- Enterprise Software Vendors
- Hardware Manufacturers
- Government Contractors
